This past month has been a very busy time for defense contracts, and following up on the news we covered this week, CACI International announced that it has been awarded a prime contract by the Fleet and Industrial Supply Center, Norfolk, Detachment Philadelphia, to provide technical services to support the Fleet Assistance and Shipboard Training (FAST) program. The award, which is for one base year with four one-year options, has a current value of $31 million that could increase to $190 million if all options are exercised. CACI will perform the work at various U.S. Navy and Marine Corps facilities stateside, overseas, and on board naval vessels. As the prime incumbent for these services for more than two decades, CACI continues to demonstrate its expertise in logistics analysis and training. Additionally, the company continues to increase its role in Navy and Marine Corps support, which is a key component of its core logistics and material readiness line of work.

The FAST program provides a wide range of support for afloat and deployable automated supply management programs and services for the Navy and Marine Corps. This support consists of on-site assistance, training, and analysis; formal training; database validation, correction, and reconciliation, and inventory reconciliation.

CACI’s role is to provide FAST users with comprehensive and innovative logistics, inventory, training, and financial management solutions that help improve automated supply operations and fleet readiness. The FAST program focuses on program-level, user-level, and other functional solutions that address and resolve supply problems from an applications, systems, and training perspective. To achieve this goal, CACI’s solutions apply experience, expertise, tools, and performance monitoring to meet the operational, technical, and programmatic challenges of supporting our Navy’s ships, battle groups, aircraft, and Marine Corps aircraft in maintaining optimum readiness at all times. CACI also supports the design, prototyping, and evaluation of new logistics applications and concepts.

Bill Fairl, CACI’s President of U.S. Operations, said “We’re very pleased that, with this award, the Navy and Marine Corps continue to demonstrate such a high level of confidence in our logistics analysis and training expertise. The CACI team is proud to be able to play such a vital role in helping these armed services accomplish their missions.”

According to CACI President and CEO Paul Cofoni, “Serving the nation’s highest priorities has always been high on our agenda at CACI. This important award is very welcome, as it enables us to support and enhance the highest levels of readiness for the Navy and the Marine Corps as they carry out their missions around the world.”

CSC announced that the U.S. Army Materiel Command (AMC) issued the company two contract modifications to continue providing information technology and logistics services under the Army’s Logistics Modernization Program (LMP) contract. Both modifications have two-year periods of performance and an estimated combined total value of $261 million. These contracts were won during CSC’s third quarter ending January 1, 2010.

Overall, CSC will continue to provide comprehensive services required to reengineer and modernize the Army’s logistics processes through the adoption of best commercial business practices and associated technologies. Under the terms of the first modification, CSC will support the sustainment of the modernized system, and on the other, CSC will provide services for future deployment and implementation activities.

“These task orders solidify our position as the leader in the Army’s national level logistics modernization program,” said Austin Yerks, president of CSC’s North American Public Sector Defense Group. “We are honored to play a crucial role in assisting the Army as it transforms its 30-year-old logistics business processes and practices through innovative modernization alternatives and implementation strategies.”

The LMP is one of the world’s largest, fully integrated supply chain, maintenance, repair and overhaul, planning and execution solutions and stands at the center of the Army’s business transformation initiatives. AMC has more than $40 billion in diverse services and goods, a portfolio of six million items and global operations spanning more than 1,000 dynamic locations in 38 countries. The LMP delivers real-time situational awareness and decision-making capabilities—allowing the Army to provide service to warfighters more quickly and cost effectively.

CSC first won the LMP contract in 1999 to provide a fully integrated suite of software and business processes. Working in collaboration with the AMC, CSC is the prime contractor, program manager, systems integrator, applications service provider and full partner.

dB Control, a manufacturer known for its high-power microwave amplifiers, radar transmitters and power supplies, has been awarded a five-year contract worth approximately $13.2 million by the U.S. Navy to produce up to 300 amplifiers to be integrated into Electronic Counter Measure (ECM) systems. The contract includes 500-Watt traveling wave tube (TWT) amplifiers that will be integrated into the entire life cycle of the U.S. Navy’s ECM systems, including rack-mount units used in laboratories and loop facilities during product development, airborne pods onboard manned aircraft, ground-based applications, testing and fleet training systems.

In addition to designing and producing the amplifiers at the company’s secure, 40,000 square-foot facility in Fremont, Calif., dB Control will also provide the Naval Air Warfare Center Weapons Division, China Lake, Calif., with ongoing engineering, technical and repair support services. Text of the official contract announcement is available from the U.S. Department of Defense N68936-10-D-0010.

“Detecting potential threats quickly and accurately depends on the reliability of the TWT amplifier powering the ECM systems. As it can be a matter of life or death for our armed forces personnel, reliability is paramount,” said dB Control CEO Joe Hajduk. “When the U.S. Navy evaluated competitive bids, our rugged TWT amplifiers stood out as the best choice to provide exceptional reliability, even in harsh airborne environments.”

Protonex announced that it has received an incremental $1.49 million contract award from the U.S. Army CECOM to deliver additional advanced portable battery charger / APU fuel cell products. This follows the US Army CECOM’s decision to exercise an option in its original contract with the Company which was announced on 20 January 2010.

This award increases the total funded value of the overall contract to $3.34 million and additional options remain within the contract which, if awarded, could increase the total value of the contract to $6.4 million.

Under the terms of this eight-month, phase two program, Protonex is expected to deliver 30 additional portable battery charger / APU products to the U.S. Army for field use. The M250-CX units will include all of the next-generation improvements developed during the phase one program, which include increased power output, further integrated battery management and charging capabilities, additional ruggedisation and reduced overall size and weight.

Commenting on the news, Greg Cipriano, Vice President, Marketing & Military Development, at Protonex said, “This additional phase two program is another important milestone for Protonex as our M250-CX power systems move closer to deploying to our U.S. soldiers. We are excited about delivering on our first low volume order for the M250-CX, one of the Company’s flagship military products.”

Protonex’ M250-CX system is a lightweight, 250-watt portable power system designed to meet the stringent demands of a wide range of military battery charging and auxiliary power unit applications. The unique design combines advances in fuel cell energy conversion and battery charging technology into one complete product solution to provide military battery charging and 28V auxiliary power with extremely low weight, noise, and thermal signature.

In a sizable announcement, CACI announced that it has been awarded an $81 million task order by the U.S. Army to support the transition of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) resources to the Aberdeen Proving Ground. The move is mandated by the Defense Base Realignment and Closure (BRAC) Commission. The contract, assuming the option period is exercised, is for a period of 27 months and was awarded under the General Services Administration’s Logistics Worldwide (LOGWORLD) contract vehicle. The new work realigns organizations currently located at Ft. Monmouth, NJ, Ft Belvoir, VA, Eatontown, NJ, Huntsville, AL, and Fort Knox, KY.

The transition includes the planning/preparation, disassembly, transport, and synchronized reconstitution of an array of components involving information technology, systems engineering, and network automation. These actions will cover more than 120 highly technical and complex communications, electronics research, and development laboratories; 100,000 pieces of communications-electronics test equipment, IT equipment, and other components; design, fabrication, and integration facilities; and a broad array of classified equipment and technology.

The CACI team will provide overall project management, client interface and relationship management, and coordinated technical execution of all work elements. The company has been supporting technical work inside a majority of the relocating laboratory facilities for over 20 years and offers significant institutional knowledge of lab operations and supported programs. It is already performing the key BRAC work for the Army’s Communications-Electronics Research, Development, and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD) under another contract from the Army. The new program supports the relocation of all elements of the CERDEC; the Communications-Electronics Command Life Cycle Management Command (CECOM LCMC) headquarters and key organizations (Software Engineering Center (SEC), the Logistics Readiness Center (LRC), and the CECOM Contracting Center (CECC); the Program Executive Office Command, Control and Communications-Tactical (PEO C3T), and related Project Managers; and the Program Executive Office, Intelligence Electronic Warfare and Sensors (PEO IEW&S) and related Project Managers, Program Executive Office – Integration (PEO-I) and related Project Managers, and U.S. Army Research Laboratory (ARL).

Bill Fairl, CACI’s President of U.S. Operations, said “This award from the Army to provide BRAC support, following so closely on our win to move classified labs to Aberdeen, is a gratifying vote of confidence in CACI’s ability to provide continuity for the critical C4ISR mission. The consistency, the methodology, the tools, and people are all in place for success.”

According to CACI President and CEO Paul Cofoni, “With this new work, we’re very pleased to help assure the smooth transition to Aberdeen of these vital components to support our warfighters as they keep our country safe. It’s important to note that a majority of the support in the areas of communications, electronics, and intelligence operations for our nation’s in-theater efforts emanates from the commands and organizations that will be moving to Aberdeen.”

The military has always been a breeding ground for new and exciting technologies, and it continues to be so for a number of new devices. Xplore Technologies has announced the launch of its new iX104C4M Military Tablet PC. “It was a significant undertaking engineering a COTS product to meet the stringent requirements of battlefield conditions. This milestone achievement is one that we are very proud of and further complements our product portfolio,” said Mark Holleran, President and Chief Operating Officer of Xplore.

“The need for rugged battlefield computing devices continues to grow. Based on customer input and that of our key partners, we developed the iX104C4M to be a computing tool addressing the difficult extremes of most military situations – whether for command and control or situational awareness, in a vehicle, on the flight line or in a tank,” said Holleran. “We recently debuted the product at the AUSA Conference in Washington, D.C. It was demonstrated in a network of partner booths including VT Miltope, Northrop Grumman and BAE Systems and was very well received by the end users who took part in the demos.”

The iX104C4M design implements best in class indoor/outdoor AllVue Xtreme display technology with Night Vision Imaging System (NVIS) compatibility, a flexible user interface with Dual Mode functionality, Intel Core Duo technology, Windows 7 and Military Standard 461F (MIL-STD-461F) compliance for battlefield computing. The iX104C4M’s key features include:

1.2 GHz Intel® Core™ Duo processor

AllVue Xtreme LCD technology for viewing in all lighting conditions

NVIS Compatibility

MIL-STD-461F compliance

Extended Thermal Operating ranges

Customizable mounting solutions for Military vehicles such as MRAP/M-ATV, Buffalo, and Stryker

With the additional military being sent to the Middle East, it should be not a surprise that body armor orders continue to grow. Ceradyne announced that it has received a $12.4 million order for SAPI (Small Arms Protective Inserts) lightweight ceramic body armor. The order was issued by the U.S. Army RDECOM, Aberdeen Proving Grounds, Maryland. The Company expects shipments to be completed in the first quarter 2010. The order is a Foreign Military Sales (FMS) requirement.

So who is Ceradyne? Ceradyne develops, manufactures, and markets advanced technical ceramic products and components for defense, industrial, automotive/diesel, and commercial applications.

David Reed, President of North American Operations had this to say about the news: “We are very pleased to receive this additional FMS body armor order. We believe that the government placed this order with Ceradyne, at least in part, due to its reliable delivery, quality performance on previous SAPI procurements and competitive pricing. This is a new order from the U.S. Army and should not be confused with the XSAPI/ESAPI 5-year procurement previously announced.”
